各行政公署,自治州、市、县人民政府,省直机关各单位:近年来,我省城镇企业社会保险基金征缴和管理工作取得了一定的成绩,对维护社会稳定,促进经济发展发挥了重要作用。但从去年以来,养老保险基金和失业保险基金(以下简称“两金”)收缴困难,收缴率下降幅度较大,基金管理失控较严重,擅自动用基金现象时有发生。这些问题不解决,将直接影响离退休人员和失业人员的生活,影响社会稳定。为了进一步深化我省社会保险制度改革,加强城镇企业“两金”的征缴和管理工作,现就有关问题通知如下:
