养老保险基金是国家为保障法定范围内的退休人员的基本生活所筹集的资金,充足的基本养老保险基金是保障退休人员基本生活和社会稳定的前提,也是确保基本养老保险制度顺利运行和国家长治久安的物质基础。,首先分析和研究了养老金筹集和管理的现状以及存在的问题,数据表明养老资金缺口规模持续增长。面对资金短缺的严峻形势,急需寻找新的资金筹集渠道,扩大资金规模,为广大劳动人民解除后顾之忧。彩票业的蓬勃发展为养老金的筹集提供了新的契机,由此,笔者创造性地提出将养老金的筹集与彩票业相结合的制度构想,并对其可行性在理论和实践方面进行了分析,在此基础上提出了具体的制度架构;最后提出了对养老金的筹集与彩票业相结合的未来展望。rn“,”Pension insurance fund is the money that the country raised for safeguarding the basic life of retiree, adequate fund of basic old-age insurance is not only the premise of protecting retiree basic life and the social stability, but also the ensuring of the smooth running of the basic old,age insurance system and the material foundation of national long period of stability. This paper studies and analyses the pension collection and management of the status quo and existing problems, the date shows that scale of pension fund gap is rising up in- creasingly. Facing the grim situation of shortage of funds, we need to find new financing channels urgently to enlarge the scale of finance and lift any menace from the rear for the majority of the working people. The flourish of the lottery industry offers new opportunity for the pension raising. For this, this text puts forward the system structure creatively that combining the raising of pension money with lottery in- dustry, and analyzing its feasibility in theory and practice and putting forward the concrete system architecture; Finally, putting forward the future prospect that raising pensions and lottery industry combining.rn
