中央国家机关各级党组织和广大党员干部要紧紧围绕经济建设这个中心,坚持依法行政,加强公务员队伍建设,保证中共中央、国务院重大决策部署的贯彻落实。第一,紧紧围绕经济建设这个中心,服务于改革发展稳定的大局。中央国家机关各部门党组(党委)要认真贯彻执行党的路线、方针和政策,牢牢把握发展执政兴国的第一要务,把党的建设同业务工作有机结合起来,发挥政治优势,推动各项业务工作。 第二,坚持依法行政,切实转变作风。依法行政,是贯彻依法治国基本方略的重要内容和必然要求。中央国家机关各部门要带头学习、模范遵守宪法和法律法规。
