一、当前的困难是改革造成的,还是改革不够造成的? 探讨深化企业改革的问题,必须首先对整个经济体制改革问题有个看法。这两年我们的改革和经济发展遇到了很大的困难,其核心问题是通货膨胀。这在前年表现特别突出,一度出现了挤兑、抢购现象,物价涨得很厉害。在全国各地出现了这种问题,自然引起思想反应:究竟是什么原因造成的?当时流行一种看法,认为出现这种问题的原因是改革造成的。不仅群众有这种看法,就是理论界,甚至政府部门的同志也有这种看法。如果把当前出现的问题看成是改革造成的,那么势必得出一个结论,改革改错了,应该恢复到改革以
