充分利用滨海新区增长极效应和天津北方经济中心地位,对环抱天津市、经济互补性很强的河北省来说,是难得的历史发展机遇。推进两地实质性合作,既是落实中央宏观战略布局的需要,也是河北省加快沿海经济强省建设的当务之急。本文从宏观发展的角度,在详细论证了可行性和必要性的基础上,提出了环新区、环天津分层次建设辐射经济圈,进而实现冀津经济一体化的规划建议,并提出了相应的运作模式和政策主张,勾画了一幅冀津合作的新蓝图。
Making full use of the growth pole effect of Binhai New Area and the economic center of northern Tianjin is a rare historical development opportunity for Hebei Province, which is surrounded by Tianjin and has strong economic complementarities. To promote substantive cooperation between the two places is not only the need to implement the macroeconomic strategic layout of the Central Government, but also the most urgent task for accelerating the construction of a strong coastal economic province in Hebei Province. Based on the feasibility and necessity of detailed demonstration of the feasibility and necessity of this paper, this paper proposes the planning proposals for building a radiation economic circle at different levels in order to realize the economic integration of Hebei and Tianjin, and put forward corresponding proposals Mode of operation and policy advocacy, outlined a new blueprint for cooperation between Hebei and Tianjin.
