针对社会上严重刑事犯罪案件中的少数负案在逃的犯罪嫌疑人没有归案,有的还在为非作歹、危害社会。上海政法机关在市委、市委政法委的统一领导下,深入开展第二战场的深挖工作。2001年6月25日,市高级法院、检察院、公安局、司法局和劳教委联合颁发了《关于严打整治期间对在押、收容人员兑现宽严政策的通告》,对在押人员的自首、检举揭发作了更为从优的政策。
