上海市机动车污染治理是一项高难度的系统工程,有关各级领导必须高度重视,并实现一元化领导。单车排放控制应作为发动机正常改进的内容,实施先机内后机外的治理路线,在制订排放法规和实施控制技术方面,应加强科学性和严肃性。目前,应加强与国际接轨和与国内其他地区的工作相互协调,先易后难地推行机内净化技术,认真实施I/M计划和贯彻严重超标车的淘汰制度,进一步畅通道路。
