新医改以来,虽然随着基本公共卫生服务均等化、基本药物及全科医生等制度安排,社区卫生服务有了较大的提升,但其人浮于事、效率低下、人才流失等问题却有越演越烈的趋势,严重制约了社区卫生服务进一步发展,在很大程度上影响了医改的实际成效。为此,安徽省芜湖市于2012年10月先后在镜湖区镜湖新城、张家山、天门山、弋矶山等社区卫生服务中心推行“公办民营”运行管理模式的探索。公办民营后居民满意度提高24%
