这次省委所召集的第二次城工会议,主要是为了统一认识,统一步调、作法,充分发动群众,进一步贯彻政策,打倒敌人,大力开展民主改革运动。前一阶段的民主改革运动,基本上是试点性质的,运动发展是健康的,是有成绩的。伹由于我们领导上抓得不紧,进行民主改革的工厂矿山行业单位较多,全面领导重视不够,加上民主改革是新的课题,受着经验的限制,因此运动中就显现出全面计划性差,部署、步调还不够统一,群众发动不平衡、不充分,有的忽视职员、家属及矿区群众的发动,忽视访苦串连,或则表现粗糙,企图以单纯的便捷路径轰超工人群众,来代替艰苦深入的访苦串连思想发动等等缺点,有的更片面地强调斗争。这样群众路线就未能很好贯彻,也就相当严重地产生「包办代替」作风。据此,我在这个总结中,拟讲三个问题。

Some of them neglect the mobilization of staff, families and miners, neglect their visits in series or rough performance in an attempt to transcend the masses of workers with simple and convenient routes. To replace the arduous and in-depth visit of bitter thoughts and other shortcomings, and some more emphasize the struggle. As a result, the mass line has not been well implemented and a very serious style of “arranged replacement” has taken shape. Accordingly, I am going to summarize three issues in this summary.
