安徽省从2001年11月开始进行财政国库管理制度改革,总的指导思想是,按照社会主义市场经济体制下公共财政的要求,建立和完善以国库单一账户体系为基础、资金缴拨以国库集中收付为主要形式,科学、规范、符合安徽省实际的财政国库管理制度,进一步加强财政监督,提高资金使用效益,促进安徽省经济和社会事业的全面发展。根据这一指导思想,安徽省经过充分准备,选择了省级16个部门232家预算单位开展试点,滁州、黄山、铜陵市作为市级改革试点。目前此项改革已取得初步成效。
Starting from November 2001, Anhui Province started to reform the treasury management system. The general guiding principle is that according to the requirements of public finance under the socialist market economic system, the establishment and improvement of the Treasury’s single account system should focus on the treasury contribution Collection and payment as the main form of scientific, standardized and in line with the actual financial treasury management system in Anhui Province, and further strengthen financial supervision, improve the efficiency of the use of funds to promote the comprehensive development of Anhui Province’s economic and social undertakings. According to this guiding ideology, after sufficient preparation, Anhui Province has selected 232 budget units from 16 departments at the provincial level to carry out pilot projects. Chuzhou, Huangshan and Tongling cities were piloted as municipal-level reforms. At present, this reform has achieved initial success.
