培训过程中的监控工作从被监控对象分又可分为对培训项目运行情况的监控及对责任主任履行职责义务情况的监控两类。对培训项目运行情况进行监控,主要由用人单位、培训学校和学员对培训项目运行情况进行监控,监控评价的主要依据是培训设计目标及执行主体对自身利益的诉求。对责任主任履行职责义务进行监控,按执行主体不同又可分为内部监控与外部监控。由责任主体自身对自身作业情况进行自我监控的,称为内部监控;凡是由责任主体以外的执行者如上级部门、甲方或第三方对责任主体实施监控作业的,称为外部监控。来论是内部监控还是外部监控,对责任主体监控评价的主要依据,都必须是结合培训项目整体目标、培训设计及有关质量要求,以责任主体应履行的职责与义务为核心实施监控。
