党的十八大提出要严格控制机构编制,降低行政成本。事业机构编制总量庞大,涉及面广,在机构编制中占大头。笔者结合工作实际,认为在加强事业机构编制管理方面,应当做好三个“转变”。一、高点定位,实现由具体管理向全局管理转变。多年来,事业机构编制管理主要体现在处理各部门申请增加和调整机构编制事项上,这是机构编制部门的基本业务,必须认真研究处理。但如果仅仅习惯于处理具体事务,就会把工作思路限制在较窄的范围,机构编制部门的职能作用也会大大萎缩,结果容易造成事业单位部门分割、布局不合理等问
