繁峙义兴寨先后经过近二十次的治理整顿,没有幸免于难,“6.22”特大爆炸事故令人痛心;震惊中外的南丹“7.17”事故发生后,党中央国务院下大力气进行整治,居然又死灰复燃;……一方面,党中央国务院高度重视安全生产工作,安全监督管理部门大力推进安全生产专项整治工作,另一方面,矿山安全生产形势依然严峻。怎样预防和减轻灾难的发生和损失,这既是一个有着深远意义的理论问题,也是一个需要探索的实践问题。
