上海市海洋发展“十二五”规划该规划是上海市海洋局与水务局合署办公以来组织编制的第一个综合性海洋规划。该规划坚持依法管海、合理用海、科学护海、科技兴海,坚持海域与陆域统筹发展,安全、资源、环境协调发展。规划到“十二五”末,基本形成海洋经济发达、海洋环境友好、海洋科技领先、海洋管理科学的海洋事业发展体系。该规划体现了建设上海国际航运中心的国家战略和创新驱动、转型发展的要求,反映了海洋事业发展的全局性、综合性特点,对支撑上海经济社会可持续发展具有重要意义。(见图1)
Shanghai Marine Development “Twelfth Five-Year Plan” This plan is the first comprehensive marine plan that has been organized and compiled by the Office of Shanghai Ocean Shipping and Water Affairs Bureau. The planning insists on managing the sea according to law, using the sea rationally, protecting the sea by science, developing sea by science and technology, and insisting on the coordinated development of sea area and land area for overall development, safety, resources and environment. Planning to the end of the “Twelfth Five-Year Plan” will basically form a marine development system that has developed marine economy, friendly marine environment, advanced marine science and technology and marine management science. This plan embodies the national strategy and innovation-driven and transformational development requirements for building Shanghai International Shipping Center, reflects the overall and comprehensive characteristics of the development of marine undertakings and is of great significance in supporting the sustainable economic and social development of Shanghai.
