在实践中,准确地选拨和启用好德才兼备的领导干部,关键环节是干部考察工作。干部考察工作的好坏,直接关系到选拨出来的干部的质量。因此,进一步做好和改进干部考察工作尤为重要。适应计划经济和高度集中的政治体制的干部考察选拨制度虽然有一定的历史作用和合理性,但是随着改革开放的深入,这套机制却暴露出了许多突出的问题。一是上级导向性。与指令性计划经济体制相适应,领导干部选拨工作不可避免地存在一级服从一级的现象。这就容易出现地方党委、政府班子中少数或个别人的最初意见,变成为整个选拨过程的导向,也就难以避免选不准干部。干部选拨工作中不时出现的先定人,后形成考察材料,或临时动议,考察工作流于形式就是突出的例证。二是科学性的基础不稳固。主要表现在干部选拨考察工作,明显存在着自上而下的权力约束,而无逆向的监督机制的有效约束。因此,干部选拨工作,容易出现任人唯亲,重用亲信,搞裙带关系等。三是考察主体有职权而无责任。在选拨考察工作中,各级考察
