随着我国社会主义市场经济的孕育和发展,近年来城市集贸市场建设迅猛发展,初步形成了种类繁多、颇具规模的市场体系,促进了商品流通,成为城市经济生活和社会发展必不可少的部分.以广州市荔湾区为例,辖区共有各类集贸市场81个,其中影响大、有相当规模的有12个,市场购销两旺,成交总额共14.1亿元.在城市社会经济发展的同时,治安问题日趋严峻,极大地影响着市场的健康发展.因此,对新形势下如何搞好集贸市场治安工作是摆在公安机关面前的一个新课题.本文试图从荔湾区集贸市场治安现状这一侧面,就城市集贸市场系统化治安管理作一初步探讨.本文所探讨的集贸市场系统化治安管理是指把系统科学原理应用到集贸市场治安管理中,建立一整套科学的管理机制,促进集贸市场整体有序发展.
