我们正从事着建设社会主义现代化强国这样一个伟大的事业。在这样一个规模宏大、前无古人的事业中,各级党政领导肩负着极其重要的责任和使命。他们决策的正确与否,直接关系着这项事业能否健康发展与成败。这是人所共知的道理。然而,要做到重大决策的正确,决非轻而易举。目前,国内外、省内外,还有政治、经济、军事、科学、教育、文化等方面的问题,错综复杂,千变万化,新事物、新矛盾和新问题层出不穷。面对这种状况,要使决策正确,必须做到决策的科学和民主。而科学工作者的决策首先要求领导者具备较高的素质和较高的水平。同时,还需要发扬民主,充分集中众人的智慧,特别是倾听专家、学者的意见。
We are engaged in such a great cause as building a powerful socialist modernization. In such an ambitious and unprecedented cause, the party and government leaders at all levels shoulder the extremely important responsibility and mission. The correctness of their decision-making is directly related to the healthy development and success of this undertaking. This is a well-known truth. However, it is by no means easy to achieve the correctness of major decisions. At present, at home and abroad, both inside and outside the province, there are also political, economic, military, scientific, educational and cultural issues that are complicated and ever-changing, and new things, new contradictions and new problems emerge one after another. Faced with this situation, to make a correct decision, science and democracy must be the decision-making. The scientific workers’ decision-making first requires the leaders to possess high quality and high level. At the same time, we need to promote democracy and fully pool the wisdom of all, especially listening to the opinions of experts and scholars.
