随着农业税的取消,乡镇债务暴露无疑,乡镇政府职能的潜在缺陷也逾加凸显,乡镇政府职能转变出现了更大的困难,由于这些问题的复杂性和相关性,必须要全局考虑,系统解决,只有在明确乡镇政府职能转变的方向前提下,采取各种配套的措施:清算债务,保障资金;精简机构,缩减人员;提高乡镇政府干部素质等,才能为乡镇政府的职能转变创造一个更加有利的条件。
