近几年来,由于诸多因素,在盐亭县商办工业中出现了几家特困企业。这些企业效益低、亏损大、债务重,生产经营难以启动。如何使特困企业走出困境获得新生,1992年以来盐亭县糖果厂做了一些有益的探索。 盐亭县糖果厂是1953年创办的。40年来,糖果厂共上交国家税利221.4万元。但是从1990年开始发生亏损,3年多来,累计亏损额达42万元,债务高达114万元,已到资不抵债的境地。昔日辉煌的糖果厂,而今成了有名的特困企业。 企业向何处去?职工出路何在?成了企业和主管局时常思考的大问题。经过一段时间思考之后,商业局在征求多方意见的基础上,作出了“突围”的抉择
