党的工作重点转移后,汉寿县档案工作在不放松业务建设的前提下,将着重点迅速转向了开发利用工作,创建了“档案工作以利用工作为重点,利用工作以资源开发为重点,资源开发以提供信息服务为重点”的新的档案利用工作模式,实行了战略重点、战略方式和战略目标的三大转移。其主要成效是: 在战略重点方面,实行了以利用工作为重点的转移。他们具体取得了八个方面成绩。一是建立了机构。成立了“汉寿县档案咨询服务中心”,并以此为依托,与全县各基层档案室联合,实行了档案信息网络化开发;二是争取了位置。县人民政府将档案资源开发利用列入了国民经济和社会发展计划,并拨专款予以扶植,使利用工作由部门行为上升为政府行为;
