1999年9月,天津市委、市政府《关于聚集人才、充分发挥专业技术人员作用的意见》正式颁布,同时,与《意见》相配套的《“131人才工程”实施方案》、《进一步吸引海内外优秀人才来津工作的实施办法》、《科教兴市人才奖励办法》、《人才发展基金管理暂行办法》等措施也相继出台。这是天津市委、市政府为全面实施科教兴市战略,大力推进科技进步,加强技术创新,实现天津跨世纪发展的宏伟目标而采取的一项重要举措。
