2001年,WTO第四次部长级会议决定启动WTO新一轮多边贸易谈判,并将已进行两年的服务贸易新一轮谈判纳入其中,正式称为“多哈发展议程”。为达到《服务贸易总协定》确立的总体目标,《多哈部长宣言》明确要求,参加谈判的成员应不迟于2003年3月31日提交最初出价,所有的谈判在2005年1月1日以前结束。本刊约请有关专家介绍谈判的主要情况及各成员提出的建议,以飨读者。
In 2001, the WTO’s Fourth Ministerial Meeting decided to initiate a new round of multilateral trade negotiations under the WTO and to include a new round of negotiations on service trade that has been underway for two years, officially known as the “Doha Development Agenda.” In order to achieve the overall goals set by the General Agreement on Trade in Services, the Doha Ministerial Declaration clearly requires that members participating in the negotiations should submit their initial bid no later than March 31, 2003. All negotiations will take place before January 1, 2005. End. The journal invites relevant experts to introduce the main conditions of the negotiations and the suggestions made by various members for readers.
