在经济全球化、政治全球化席卷世界的同时,信息的全球化也逐渐渗透到社会的每一个领域,人们的交流与合作更多地融入了网络的因素。信息时代背景之下的政府管理模式,也被潜移默化的渗透进了新的理念与原则。政府在改革目标的价值选取、改革原则界定及实施方案的拟定上都必须把新的因子囊括进去,从理念到行动,从中央到地方,构建一个公开、透明、高效和廉洁的政府。本文从信息化时代的政府行政体制改革、公共服务、新公共管理、政府诚信建设、危机管理等五个方面论述信息化时代下政府转型的问题、标准、原则、内容和方法。
While economic globalization and political globalization have swept the world, the globalization of information has gradually infiltrated every area of society and people’s exchange and cooperation have become more and more integrated into the Internet. Under the background of the information age, the government management mode has also been imperceptibly infiltrated into new ideas and principles. The government must include new factors in the selection of the objectives of the reform, the definition of the reform principle, and the formulation of the implementation plan. From ideas to actions and from the central government to local governments, the government must build an open, transparent, efficient and clean government. This article discusses the problems, standards, principles, contents and methods of government transformation under the information age from five aspects: the reform of government administrative system, public service, new public management, government integrity construction and crisis management in the information age.
