老挝是经济低度开发国家之一,生产力 发展严重滞后.1986年,老挝人民党“四大”正式提出了经济改革的具体设想和要求,1989年,老挝政府开始在经济领域逐步引入新的发展机制,先后出台了一系列改革措施.通过几年的不断发展,经济形势发生了 显著变化.1996年3月,老挝人民党“六大”在认真总结和充分肯定十年来取得成果的同时,制定了1996—2000年社会经济发展方针、任务和奋斗目标,为今后老挝社会经济的进一步发展指明了方向.
