什么是“正面宣传”?有不同看法:有人认为应视宣传内容而定,有人强调以宣传效果衡量。 李瑞环同志在1989年11月《坚持正面宣传为主的方针》讲话中说:“坚持这个方针,就是要准确、及时地宣传党的路线、方针、政策,实事求是地反映社会现实生活的主流,让人民群众用创造新生活的业绩教育自己,形成鼓舞人们前进的巨大精神力量……” 显然,强调宣传“政策”、“业绩”,反映生活“主流”,这是指宣传内容而言。就新闻报道领域讲,正面宣传为主,就是要以主要力量报道建设成就、先进经验、英雄人物和一切积极的东西。
