中南区人民法庭工作总结会议业已结束,兹根据会议上各地区所反映情况,特就今后人民法庭工作有关的几个重要问题,作如下指示:一、在第一期土地改革运动中,人民法庭依靠群众、打击一切反革命分子他封建地主阶级、保护土地改革法的澈底实施、安定革命的社会秩序、加强人民内部的政治团结,以及充实和健全人民的司法制度,起了很大作用。土地改革已基本完成或尚待开始地区,各级领导均须重视这一工作,实际负责,并具体解决人民法庭的一切问题。县(市)人民法庭应受县(市)人民政府人民法院的领导,区分庭则受县(市)庭及区人民政府的双重领导,并须在具体业务上分别受公安部门、土地改革委员会(或土地改革工作队)的指导。专区以上政府,应指定有关机关或专人负责,经常指示、督促和检查县(市)区人民法庭工作
