绩效评估与绩效管理是效能政府建设中的重要环节。文章分析了我国政府部门绩效管理中存在的主要不足。结合质量管理体系的相关理论和思想,提出了建立政府绩效管理体系应该坚持“三化”——要素化、标准化和信息化,并且建议政府应该通过外部绩效评估与部门内部绩效管理的有机结合,建立政府绩效管理的长效机制。
Performance evaluation and performance management are important links in the performance of government. The article analyzes the main problems in the performance management of government departments in our country. Combined with the relevant theories and ideas of quality management system, this paper puts forward that establishing government performance management system should adhere to the principle of “three levels” - elementalization, standardization and informationization, and suggest that the government should pass the external performance evaluation and internal performance management Combination, the establishment of long-term mechanism of government performance management.
