1998年11月26日,湖南省益阳市赫山区传出重大新闻:区人民检察院副检察长詹×被区人大常委会依法撤销副检察长职务。詹的主要问题是:——人大意识不强。1996年4月,牌口乡前进村村民来到区人大常委会内司委,反映该村会计陈萼辉利用职务之便挪用救灾款,要求人大依法监督,为民作主。得知这一情况,区人大常委会内司委立即向区人民检察院进行了通报,并要求区人民检察院尽快依法处理。之后,区人大常委会分管内务司法的副主任多次过问此事,区人大常委会主任会议和内司委也多次发出交办函,但事情一直没有很好解决。直到1998年上半年,该村数十名村民集体到区里上访,强烈要求依法处理陈萼辉,在全区造成了较大的影响。至此,区人民检察院才引起了高度重视,依法对陈再次立案。1998年11月18日,陈萼辉被法院判处有期徒刑2年6个月。詹×作
