近几年,辽宁、甘肃两省先后动用巨资分别建造藏书楼,目的都是为了珍藏文溯阁《四库全书》。双方都认为《四库全书》非己莫属。辽宁省一些著名人士、政协委员联名呼吁有关方面,为了实现书阁合璧,保持文物的完整性,要求甘肃省归还文溯阁《四库全书》;甘肃基于在危难时刻受命,并在37年里,以对中华民族文化遗产高度负责的精神,在保护问题上巨大的付出和气候适宜等条件,表示有能力继续保护好国宝。
