天津市河西区深化社区卫生综合配套改革采取了多方面的举措。主要有:优化卫生资源布局,完善社区卫生服务体系,建立社区卫生医疗服务联合体,成立社区卫生服务管理中心,实行“六统一”管理;建立绩效评价考核体系,调整分配制度,提供公益性卫生服务项目,实现药品零差率销售,让利于百姓。本文全面阐述河西区深化社区卫生综合配套改革取得的显著成效,对河西区开展社区综合配套改革工作进行深层次的经验分析,得出启示:坚持政府主导,为社区卫生服务健康发展提供政策保障;建立稳定的政府补助机制,为社区卫生综合配套改革提供经济保障;加强社区卫生人才队伍建设,为社区卫生综合配套改革提供技术保障;实行科学的绩效考核制度,为社区卫生综合配套改革提供制度保障。通过分析改革中存在的困难和问题,提出加快推进城市社区卫生综合配套改革的建议和对策。
Hexi District, Tianjin City, deepen the comprehensive reform of community health to take a wide range of initiatives. Mainly include: optimize the layout of health resources, improve the community health service system, the establishment of community health service consortia, the establishment of community health service management center, the implementation of “six unified” management; establish performance appraisal system, adjust the distribution system and provide public welfare Sexual health services, to achieve drug zero sales rate, to benefit the people. This article comprehensively expounds Hexi District to deepen the comprehensive reform of community health and achieved remarkable results in Hexi District to carry out comprehensive reform of community support for a deeper level of experience analysis and draw enlightenment: adhere to the government-led, community health services to provide a healthy development of policy protection; Establish a stable government subsidy mechanism and provide economic security for the comprehensive reform of community health; strengthen the construction of contingent of community health professionals and provide technical support for the comprehensive reform of community health; implement a scientific performance appraisal system to provide institutional guarantee for the comprehensive reform of community health . By analyzing the difficulties and problems existing in the reform, this paper puts forward some suggestions and countermeasures to speed up the reform of comprehensive community health system in urban areas.
