值此全国人民欢庆建国41周年和第11届亚运会在北京召开的前夕,我们同时迎来了中国机械工程学会设备维修专业学会会刊创刊10周年。10年来,会刊由《设备维修》到《设备管理与维修》,由试刊、季刊、双月刊到月刊,随着国家经济形势的发展,得到了长足的进步与提高。改革与开放把作为生产力三要素之一的设备的管理提上了议事日程。1979年成立设备维修专业学会并随之创刊的《设备维修》杂志和1982年召开的第一次全国设备管理与维修工作座谈会,空前活跃了研究、探讨的学术气氛。从1983年原国家经委颁发《国营工业交通企业设备管理试行条例》到1987年国务院发布《全民所有制工业交通企业设备管理条例》,系统地总结了具有中国特色的设备管理工作经验,形成第一部法规性文件,使企业的设备管理逐步走上规范化、科学化的轨道。会刊适应这种形势的客观需
On the eve of the 41th anniversary of the founding of the People’s Republic of China and the 11th Asian Games in Beijing, we also ushered in the 10th anniversary of the launch of the Journal of the Institute of Equipment Maintenance of the China Mechanical Engineering Society. In the past 10 years, the journal has been updated from “equipment maintenance” to “equipment management and maintenance,” from the trial, quarterly, bimonthly, to monthly, and with the development of the country’s economic situation, it has made considerable progress and improvement. Reform and openness put the management of equipment, one of the three elements of productivity, on the agenda. In 1979, the Institute of Equipment Maintenance and the magazine “Equipment Maintenance”, which was established in association with the Institute of Equipment Maintenance, and the first national symposium on equipment management and maintenance held in 1982, unleashed the academic atmosphere of research and discussion. From 1983, the former State Economic and Trade Commission issued the “Regulations on the Administration of State-Owned Industrial and Transportation Enterprises Equipment Management” to the State Council issued “Regulations on the Management of Equipment and Equipment for National Ownership-Industrial Transportation Enterprises” issued in 1987, systematically summarizing the experience of equipment management with Chinese characteristics and forming the first part. Regulatory documents enable the company’s equipment management to gradually embark on a standardized and scientific track. The Journal Needs to Meet the Objective Need of this Situation
