长期以来,河南省的卫生防疫工作在“左”的思想影响下,同其它工作一样,按照“大锅饭”的模式,由国家提供经费,有多少钱包多少事,使全省卫生防疫工作既无活力,又无压力,更缺乏自我发展能力,形成了有钱就干,无钱不干的被动局面。党的十一届三中全会以后,农村经济体制改革的不断完善和城市经济体制改革的兴起,为改革卫生防疫工作创造了良好的社会环境。我厅不失时机地引导各级卫生防疫机构进行改革,逐步完善了卫生防疫机制,取得了显著成效。
For a long time, the health and epidemic prevention work in Henan Province was under the influence of “Left” thinking. Like other work, according to the “big pot” model, the state provided funding, and how many wallets were involved, making the province’s health and epidemic prevention work not viable. There is no pressure, and there is a lack of self-development ability, forming a passive situation with money and no money. After the Third Plenary Session of the 11th CPC Central Committee, the continuous improvement of the rural economic system reform and the rise of the urban economic system reform created a good social environment for the reform of the epidemic prevention work. My Office has lost no time in guiding the reform of the health and anti-epidemic agencies at all levels, and gradually improved the health and epidemic prevention mechanism, achieving remarkable results.
