In March 2010, SASAC issued Interim Provisions on the Protection of Commercial Secrets of Central Enterprises, requiring that the Central Office’s confidential office organize education and training on business secret protection, confidential inspection, protection of confidential technologies, investigation and handling of leaks according to law. Prior to this, most confidential offices of central enterprises mainly undertook state secrets protection and management and seldom involved commercial secrets management. Under this background, how to manage the state secrets and commercial secrets at the same time has become the question that must be considered by confidential workers in the central enterprises.
