一、转变六个旧观念树立三大新观念过去,人们在长期的计划经济体制下形成了6个根深蒂固的旧观念:水的无价值观念;水利只讲社会效益的观念;重建轻管、轻经营的观念;投资依赖国家的观念,水利单纯为农业服务的观念;水利部门“单打一”不搞综合经营的观念。这些旧观念,严重束缚了水利的进一步发展,与建立社会主义市场经济体系远不适应。如果不来个大转变,就不可能把水利事业提高到一个新台阶,也就不能完成省委、省政府提出“全省第二次创业”中,赋予水利部门的艰巨任务。
