行政文化对政府日常行政管理事物及公共行政人员的行政行为具有至关重要的影响。当前我国正在积极构建服务型政府,但是在西部民族地区,作为是中国最后进、最贫穷的地区,与其他地区相比,无论是在行政理念、行政制度、科学决策、公共服务、行政心理等方面都还有明显的差距。这就需要通过文化的创新与整合来改变在传统行政范式下所形成的不利于我国行政文化建设的行政习惯与行政传统。
Administrative culture plays an important role in the daily administration of government and the administrative behavior of public administrators. At present, our country is actively building a service-oriented government. However, in the western minority areas, as the last and poorest part of China, compared with other regions, no matter in terms of administrative philosophy, administrative system, scientific decision-making, public service, administrative psychology, etc. There are still significant gaps. This needs to change the administrative habits and administrative traditions formed under the traditional administrative paradigm that are not conducive to the construction of our administrative culture through cultural innovation and integration.
