人类各类活动的日益繁盛,加剧了对资源的利用,引发的环境污染与生态破坏也愈演愈烈。循环经济的理念正是人类反思工业文明、重新审视自然生态规律和积极探索经济、社会与环境协调发展之路而诞生的。我国要实现可持续发展战略目标,就必须彻底改变传统的高投入、高消耗、高污染、粗放型经济发展模式以及与之相对应的“末端治理”的环保方式与理念,大力推行以“资源-产品-再生资源”为特征的循环经济发展模式。而我国目前体现循环经济理念的立法还甚少,在制定循环经济法时有必要探讨其价值追求。
The increasing prosperity of all kinds of human activities has exacerbated the utilization of resources and caused more and more environmental pollution and ecological destruction. The concept of circular economy is precisely the result of humankind’s reflection on industrial civilization, the re-examination of the laws of natural ecology and the active exploration of the coordinated development of economy, society and environment. In order to achieve the strategic goal of sustainable development, our country must completely change the traditional mode of environmental protection and investment with high investment, high consumption, high pollution and extensive economic development and its corresponding “end-end governance” “Resources - products - renewable resources ” as the characteristics of circular economy development model. At present, there are still a few laws in our country to reflect the concept of circular economy. It is necessary to explore the value pursuit of circular economy law.
