通过在美国和加拿大开展油气管道废弃问题的案例调研、咨询以及问卷调查,了解了两个国家油气管道废弃现状,从管理理念、参考指标、决策流程、监管要求、法律法规制定以及环境管理等多个方面总结了两国油气管道判废经验。为了促进中国油气管道判废管理与技术的发展,参照美国和加拿大油气管道废弃方法,根据中国油气管道运行现状,提出中国今后开展油气管道判废研究的重点是依据当前油气管道格局和完整性管理的水平,建立综合评估判废决策机制,从而高效指导管道运营企业科学决策老龄油气管道的废弃工作。
