一、缺乏长期规划。 1.缺乏系统的实施原则。证券市场国际化是一项系统工程,所遵循的基本原则就必须是全方位的,包括处理横向相关因素的原则、纵向发展原则、处理国内市场发展与国际化关系的原则、实施途径与外部保证的原则等。对于这些原则的建立,尽管长期以来理论界不乏讨论和争鸣,但一直没有形成具有全面指导意义的原则体系,而且理论和现实情况在一些方面脱节的问题,也没有得到彻底解决。
