普京提出要走经济改革的新道路 ,即市场经济与俄罗斯现实相结合的道路。这条道路的体制模式是德国弗莱堡学派提出的有秩序的市场经济或社会市场经济。其微观基础是以现代产权理论为依据的、以排他性产权为主体的混合所有制结构 ,并通过企业重组和公司治理使其得以完善。其宏观机制是向社会公共财政转变 ,并建立能保证自身稳定和成为景气政策手段的有效财政体系 ;是完善两级银行体制 ,并建立能形成良好宏观环境和合理融资渠道的有效金融体系。在对外经济关系上 ,既重视斯密、李嘉图的世界经济学 ,也重视李斯特的国民经济学 ,积极发展对外经贸关系 ,循序渐进地实现同世界经济的一体化。在分配方面实行以生产三要素论、财富创造论和所有制决定论为基础的按劳动分配与按要素分配相结合原则。在社会保障方面奉行社会安全阀理论 ,同时也接受庇古福利经济学的基本观点 ;实行保障对象上的选择保障制 ,资金筹集上的现收现付制 ,给付原则上的受益基准制。
