土地财政综合症关涉政府财权与事权划分、农民土地权益保护中的政府土地行为约束、宏观调控中对地方政府土地融资及房价调控的问责。这三个问题都涉及地方政府,都关乎土地,且都属于宪法制度层面。上述三领域的制度变迁互为因果,互为条件,三个领域制度创新仍然有赖于转型时期的恰当时机和恰当步骤。
Land financial syndrome is related to the division of government financial rights and powers, the restriction of government land in peasants’ land rights protection and the accountability to local government land financing and house price regulation and control in macro-control. All three issues involve local governments, all related to the land, and all belong to the constitutional system. Institutional changes in the above three areas are mutually causal and mutually conditional, and institutional innovation in the three areas still depends on the appropriate timing and appropriate steps in the transitional period.
