胶州市平均每年有700余名女职工生育,她们的生育医疗补助费、产假工资成了企业不算小的包袱。几经努力,该市在1996年实行生育保险的基础上,于1997年3月在青岛市率先推出富有特色的生育“双定”、即定点医院生育,定额结算,大大减轻企业及女职工的负担。今年3月,劳动部有关领导赴胶州考察后,对“双定”工作给予了充分肯定,并在杭州召开的全国生育保险工作会议上予以推广。生育费用应由企业全额承担,传统观念根深蒂固;生育女工“搭车”开药现象屡见不鲜,医疗单位“开大方”又推波助澜。日益膨胀的生育医疗费用使企业不堪重负,在社会上也造成了不良影响。如何借助于生育保险,根治这一痼疾,维护企业与职工双方的权益,就成了推进生育保险进程中一个亟待
