党的十七大报告指出:“坚决惩治和有效预防腐败,关系人心向背和党的生死存亡,是党必须始终抓好的重大政治任务。”同时提出了“在坚决惩治腐败的同时,更加注重治本,更加注重预防、更加注重制度建设”的总体要求。笔者认为,这对于指导国企在改革开放进一步深入的情况下如何加强反腐倡廉建设,具有十分重要的现实意义。企业的各级领导要正确认识惩治腐败和预防腐败的关系,更加注重预防,并把这一思路贯彻到企业反腐倡廉建设的实际中去。
The report of the 17th National Congress of the Communist Party of China pointed out: “resolutely punishing and effectively preventing corruption, having the relationship between people’s heart and the party’s life and death, is a major political task that the party must always grasp well.” At the same time, “while resolutely punishing corruption, Pay more attention to the root cause, pay more attention to prevention, pay more attention to system construction ”. The author believes that this has very important practical significance for guiding state-owned enterprises in strengthening anti-corruption and building a clean government in the further reform and opening up. The leaders at all levels of enterprises must correctly understand the relationship between punishing corruption and preventing corruption, pay more attention to prevention, and implement this thinking in the actual enterprise’s fight against corruption and building a clean government.
