为进一步规范对城市生活无着的流浪乞讨人员中危重病人、精神病人和传染病人(以下简称“流浪乞讨危重病人”)救治管理工作,日前,济南市出台关于规范城市生活无着的流浪乞讨危重病人救治工作的意见,由民政、卫生、财政等多个部门联手,通过先救治后依法救助危重流浪乞讨人员,以人为本保障流浪危重病患者生存权,同时建立监督机制,确保《意见》的落实。《意见》规定救助范围:凡符合救助条件的城市生活无着的流浪乞讨人员中有生命危险的危重病人、危及他人生命安全或严重影响社会秩序和形象的传染病人或精神病人。救治标准:救治流浪乞讨危重病人以保证其生命安全为前提,通过能够保证维持其生命的基本医疗器具、药品和治疗手段,使其病情稳定。救治原则:坚持以人为本,保障流浪乞讨危重病人基本生存权
