南方日报:项目经费中人力成本最高可达50%我国科研经费中人头费支出只占15%以下,大多只有5%,这影响了科研人员的创新积极性。《条例》将人力资源成本费占政府资助的自主创新项目经费的比例提高到30%,软科学研究项目和软件开发类项目最高可占50%。此外,高度重视深化科技体制改革、知识产权实施转化和权益分享、推进产学研合作,也是《条例》的一大特色。
