国家举办的高等学校实行党委领导下的校长负责制早已以法律形式确定下来,并且经过全国众多高校的具体实践,现已发展成为一套独具特色、富有成效的领导体制。但是同任何一种领导体制的成熟过程总是伴随着某些矛盾和问题一样,这一领导体制在其运行机制上也必须经过长期实践,不断总结经验、改进完善。近日,就如何坚持和完善党委领导下的校长负责制的问题,本刊记者采访了正在中共中央党校一年制中青班学习的华北水利水电学院党委书记朱海风同志。以下是这次采访的主要内容。
The system of principal-in-charge under the leadership of the party committee of colleges and universities run by the state has long been determined by the law and has become a set of unique and effective leadership system through the concrete practice of many colleges and universities nationwide. However, the process of maturity with any kind of leadership system is always accompanied by some contradictions and problems. The leadership system must also go through its long-term practice in its operating mechanism and constantly sum up experiences to improve and perfect it. Recently, on how to uphold and improve the system of principal responsibility under the leadership of the party committee, our reporter interviewed Comrade Zhu Hai Feng, secretary of the party committee of North China Institute of Water Conservancy and Hydropower, who is studying in the one-year junior and middle class of the CPC Central Party School.
