保障性住房建设项目融资目前主要依靠政府财政支持,但是由于项目建设需要的资金量大,项目上马快,多渠道筹措资金是必然趋势。因此通过发行保障性住房集合资金信托计划为保障性住房建设融资,是一条较为可行的路径。一、集合资金信托计划融资的主要模式(一)房地产开发项目信托贷款房地产信托贷款是指信托机构运用信托资金以贷款形式对兼具收益与安全的企业或者项目进行资金融通,房地产开发企业以某种方式对信托贷款的偿还予以担保,到期依照信托合同还本付息的一种方式。房地产企业项目开发贷款一般受到如下限制:1.信托公司向他人提供的贷款不得超过其管理的所有信托计划的30%。2.信托公司不能向未取得国有土地使用证、建设用地规划许可证、建设工程规划许可证、建设工程施工许可证(“四证”)的房地产开发项目发放贷款。值得注意的是,2009年银监会在《关于支持信托公司创新发展有关问题
