云南以其丰富的森林资源而成为全国少有的林业大省,具备了把林业产业做大做强的基础条件.全省有林业用地面积 2424 76万 hm2,占全省国土面积的 61 54%,其中:有林地面积 1501 49万 hm2,占林业用地面积的 61 92%;全省活立木蓄积量约 15亿 m3,占全国总蓄积量的 10%以上;全省森林覆盖率已达到 50%.长期以来,由于林业政策滞后,制约了林业生产力的发展,致使云南省"大资源、小产业、低效益"的状况尚未根本改变.
