在建构“住房制度改革”议题时,媒体普遍认同于“新自由主义”的意识形态,将住房制度改革自然化和去历史化。在“房价”议题上,党报倾向于将社会问题归因于地方政府而建构中央的权威,专业主义媒体主要是从新自由主义的立场反思房价问题背后的制度原因,而商业化的都市媒体则在民生话语的框架内建构房价议题,报道视角是消费者的和老百姓的,而非公民的。媒体生产了一种“无公众的公共性”。
