万马奔腾辞旧岁,三羊开泰迎新春。2002年是气象万千的一年,收获的一年。中国共产党第十六次全国代表大会胜利召开,大会将“三个代表”重要思想同马列主义、毛泽东思想、邓小平理论一道确立为中国共产党必须长期坚持的指导思想,系统地总结了党领导人民建设中国特色社会主义的基本经验,提出了全面建设小康社会的奋斗目标,对建设中国特色社会主义经济、政治、文化等各项工作作出全面部署,顺利实现了党中央领导集体的新老交替。
