中国入世的艰难进程 我国从1986年提出入关,至今已14个年头,一直拖到现在,主要有4个原因: 一是政治因素干扰。WTO成员方对社会主义不感兴趣,1989年“六四”政治风波,复关停下来;1999年加WTO进程加快,但又遇到美国轰炸中国使馆,从5月到9月,中国主动中止谈判。 二是世贸组织基础是市场经济。中国最初是有计划的商品经济,与WTO的要求不太吻合,中国经济体制不断在改革,答复了对方4000个问题,经济体制还是不太吻合。1992年邓小平南巡讲话解决了,中国是市场经济,解决了重大的经济体制差异。

In 1992, Deng Xiaoping made his speech in the southern tour and resolved that China is a market economy and has resolved major differences in economic systems.
